Author : NSWRL Media Release

NSWRL delivers almost $3 million in direct support to grassroots clubs

NSW Rugby League (NSWRL) has reinforced its commitment to grassroots Rugby League, announcing that more than $1 million in licensing revenue will be returned directly to community clubs for the first time in the program’s history.

The milestone comes on the back of a series of major initiatives designed to reduce costs and reinvest in the game at the grassroots level, delivering almost $3 million in direct support to clubs across NSW and the ACT over recent months.

All revenue generated through the NSWRL licensing program will be distributed to almost 700 affiliated clubs, providing a significant boost as they prepare for the 2026 season and helping make Rugby League more affordable for more than 122,000 participants during ongoing cost-of-living pressures.

Introduced in 2017, the licensing program is one of the few such programs in Australian sport which returns 100 per cent of revenue to clubs.

Under the program, clubs are required to display the NSWRL logo on playing jerseys and shorts, with approved suppliers appointed as official distributors of NSWRL playing apparel.

The announcement follows confirmation less than two weeks ago that insurance fees will be maintained for the 2026 season, with clubs also receiving a rebate from 2025 insurance premiums.

The rebate will be applied as a credit to the second instalment of 2026 insurance invoices, delivering further cost relief.

In November, NSWRL also announced the first stage of its Infrastructure Investment Fund, with the Board approving $1.38 million for 12 projects in partnership with clubs and councils to improve amenities, lighting, drainage and irrigation across community facilities.

NSWRL Head of Community Rugby League Peter Clarke said the organisation was focused on ensuring Rugby League remains accessible and sustainable for communities across the state.

“Being able to return all of our licensing revenue to grassroots clubs, alongside insurance savings and rebates, is an incredible outcome for our game,” Clarke said.

“We are making genuine and meaningful contributions to reducing the financial burden on clubs and participants at a time when costs elsewhere continue to rise.

“These investments build positivity across our clubs and competitions that are driving grassroots participation growth throughout NSWRL.”

With participation continuing to grow, NSWRL said the combined initiatives reflect a long-term commitment to affordability, sustainability and strengthening community Rugby League at every level.

Final u18’s schoolboys report game 4 wrap

The CAS boys wrapped up their final game of the tournament against a strong NSW CIS outfit.

NSW CIS came out firing, putting points on the board early and controlling much of the first half.

Despite the scoreboard pressure, our boys regrouped and showed great fight in the second half.

Waka Hammond led the charge with two quick tries, followed by strong efforts from Jayden Matatumua and Crockett Henry to close the gap. While the boys finished strongly, NSW CIS did enough to win the game.

Plenty of positives to take away from the tournament and strong efforts across the park and a never-give-up attitude from start to finish.

Congratulations to Micah Warena who was recognised as Player of the Match and to Max Tokava who was awarded Player of the Championship for CAS.

Thank you to all of our volunteers, supporters, team and NRLVIC staff who made the championship possible for the U18s Schoolboys and Schoolgirls this week.
??Nashys Pix

U18’S SCHOOLGIRLS & U18’S SCHOOLBOYS REPORT

The girls closed out their campaign with a solid effort against ACT.

ACT opened the scoring, but our girls responded well, levelling the game at 6-6 heading into halftime. Despite their hardwork and determination, ACT had a strong second half and managed to pull away to secure the win.

Congratulations to Taonga Te Aroha Davis who received Player of the Match and Cathy Nafatali who was recognised as Player of the Championship for Victoria.
Well done to the girls on a great week of footy!

U18S VIC vs CAS SCHOOLBOYS- GAME 3 WRAP

The CAS boys also faced ACT on the same day.

They got off to a flying start, with two early tries from Waka Hammond.

ACT hit back with a few of their own, but our boys kept the momentum and finished strongly, highlighted by a hat trick from Latrelle Cordtz.

Congratulations to Phoenix Woods on Player of the Match.

U18’S SCHOOLGIRLS & U18’S SCHOOLBOYS REPORT

Our girls faced Northern Territory for the second time this week, eager to keep building and improving with each game.

NT came out strong once again, jumping to a 16-0 lead. But our VIC girls showed real determination, fighting back to reduce the margin to 16-8 at halftime and heading into the shed with momentum.

The girls came out full of energy in the second half and levelled the scores at 16-all.

With both sides having chances to take the win, the match went into golden point.

It was another intense battle with no points scored in the first half of extra time.

NT eventually broke through with just 3 minutes left on the clock to claim the win.

A gusty performance from our girls who now look ahead to their final match against ACT tomorrow.

U18’s VIC vs CAS Schoolboys- Game 2 Wrap

Following a strong showing against QRSS in Game 1, the boys took on a well-drilled NSWCHS side in Game 2.

NSWCHS displayed their class early and maintained control throughout the match.

Despite the scoreboard, our boys continued to work hard and never gave up. A performance we’re still incredibly proud of.

The boys now turn their focus to tomorrow’s clash against ACT.

Registrations open today (Friday 1 December) for the 2024 NSWRL season with Sky Blues NSW coach Kylie Hilder urging everyone to sign up and play the game for all.

“Whether you’re enjoying another season or you’re coming to Rugby League for the first time, don’t hesitate in joining a club where you’ll make friends for life,” Hilder said.

“I’ve been involved in many levels of the game from a junior player right through to being Origin coach, and I can tell you the game has so much to offer.

“You learn teamwork, goal-setting, self-improvement … so many positive things that I still carry with me today.

“I urge everyone to become part of the Rugby League community and find the competition and the club that best suits you.”

In 2023, 112,767 participants registered to play Rugby League, including another record mark for female participation of 26,187. It was the third consecutive year that female participation has surpassed 20,000.

Teenage male participation (13 to 18 years) grew for a third consecutive year and was a six per cent increase from 2022.

Most significantly, the overall player retention rate in NSW grew to 72.28 per cent in 2023, up from 70.44 per cent in 2022.

NSWRL’s Community Football Manager Peter Clarke said thriving clubs were helping retain players and volunteers by creating a positive culture and family-friendly environment.

“At our recent Community Football Conference we heard leading volunteers across the state, sharing success stories on what they do to keep their League or Club healthy to retain participants and attract new players to our sport,” Clarke said.

“From Broken Hill to Bondi and Goodooga to Eden, we look forward to working with our Leagues and Clubs to build on our 2023 numbers, encouraging positive, fun, and safe environments creating high-quality experiences for our participants.”

The NSWRL offers a number of competitions for all players – from the traditional form of tackle, to non-tackle options in Blues Tag, and Try League for Culturally and Linguistically Diverse (CALD) communities.

Cronulla Junior League swearing ban

Cronulla Junior Rugby League swearing ban: Clubs, NRL back plan to penalise foul-mouthed kids

A junior rugby league association in Sydney has launched an unprecedented crackdown on swearing in which kids could be sin binned for abuse.

Find out full details and read Buzz Rothfield’s take here.

NRL CEO Andrew Abdo has praised the hard line stance of a junior rugby league association to start sending players as young as six off the field for swearing.

The bad language crackdown began this weekend across every match of the Cronulla Junior Rugby League in southern Sydney.

The firm action has been taken by the CJRL just a fortnight after Queensland State of Origin and Broncos star Reece Walsh was controversially suspended for three weeks following an expletive-ladened spray levelled at referee Chris Butler.

Walsh is currently serving a suspension after being found guilty of contrary conduct for saying: “What the f*** do you mean, c***” following a penalty against the Broncos in their loss to the Titans last month.

Reece Walsh blows up at the referee. Picture: NRL Photos.

Earlier this NRL season, Bulldogs cult-hero Josh Reynolds was fined $1,000 by the NRL after yelling “bulls**t” at referee Grant Atkins in a match against St George-Illawarra.

Last year while playing for Melbourne, Brandon Smith was suspended for three matches by the NRL for calling referee Adam Gee “a cheating bastard.”

CJRL general manager Chris Bannerman announced the crackdown to every club within the association earlier this week, citing that swearing had reached intolerable levels.

The new rules include immediate sin bins and send-offs for players over the age of 12 who are heard to be swearing at a match official.

Josh Reynolds was fined for swearing at a referee this year. Picture: Twitter.

For players in the under-12’s or younger, referees will have new powers to order the immediate rotation of a player who is found to be swearing. The referee will have the discretion to ensure the offending player stays off the field.

Abdo gave the stance his full support.

“The initiative should be applauded,” Abdo told The Sunday Telegraph.

“Our aim should always be to create a respectful, inclusive and enjoyable experience for all of our participants. That includes players, referees, officials, volunteers and supporters.

“Offensive behaviour of any nature is not consistent with the values of the game and should not be tolerated.”

Bannerman metered out the clamp down on swearing via email to every club within the CJRL.

“In recent weeks it has been noted by referees, Ground Managers, CJRL board members and spectators at many venues, that the instances of loud swearing from players and interchange benches have reached a point where this can no longer be tolerated.

If we are to create a welcoming environment for people of all ages who come along to support family members on match day,” Bannerman wrote.

<img loading="lazy" decoding="async" aria-describedby="caption-attachment-206915" class="size-full wp-image-206915" src="https://ourfootyteam.blob.core.windows.net/website/2023/07/cronulla_junior_league_swearing_crackdown_s800.jpg" alt="De La Salle under-14 players Lachlan Turner, Nathan Suttor, Lachlan Barnes, Van Kome, Archer Sorensen and Ryan Klaassen. Picture: Justin Lloyd.

“Following consultation with the referee’s association, the CJRL wishes to advise clubs that as from Round 12 (Sat 15 and Sun 16 July) match officials are being supported in taking a firm and consistent approach in dealing with swearing by match participants.

“Swearing and dissent directed towards match officials may result in the offending players being sin-binned and their team penalised (as a minimum penalty) whilst more serious instances may result in dismissal.

“Any instances of swearing from interchange benches will also be dealt with.

“For competitions up to under 12’s, any instances of swearing may result in players being rotated out of the game at the discretion of the referee, who will ensure the Ground Manager is fully aware that the player is not to return to the game.”

Overseeing the biggest club within the CJRL association, De La Salle Caringbah Club President Dave Nicholson backed the stance and suggested the move could have a far-reaching impact.

Brandon Smith after being sent to the sin bin. Picture: NRL Photos

“It’s a strong move and not only is it one that our club fully supports, it’s one we hope has a flow-on effect across our entire community,’’ Nicholson said.

“We have responded by calling on all our players, coaching staff members and officials and family members to abide by the firm position taken by the CJRL while reminding them of our responsibility to protect the image of the game at all times.”

“Swearing doesn’t have to be a part of our game and so we should be doing our best to get rid of it.’’

NOTABLE NRL SWEARING INCIDENTS

July, 2020: Sea Eagles forward Addin Fonua-Blake suspended for two matches after calling referee Grant Atkins a “F**** retard”

September, 2020: Cowboys forward Josh McGuire suspended for one match after shouting in the direction of referee Grant Atkins “F*** me, c ***’’

August, 2021: Rabbitohs centre Dane Gagai fined $1,600 after he was heard to ask referee Ashley Klein “Are you f***ing kidding me?”

July, 2022: Brandon Smith cops a three-game ban while playing for Melbourne after being found guilty of calling referee Adam Gee both a “F**** cheating p**** and a “cheating bastard.’’

August, 2022: Wests Tigers prop James Tamou suspended for one match after yelling at referee Ben Cummins, “You are f**** incompetent.”

May, 2023: Bulldogs star Josh Reynolds fined $1,000 by the NRL after yelling “bulls**t” at referee Grant Atkins in a match against St George-Illawarra.

June, 2023: Broncos fullback Reece Walsh suspended for three matches for saying: “What the f*** do you mean, c***” to referee Grant Atkins.

BUZZ ROTHFIELD: CRONULLA CRACKDOWN SHOULD BE ADOPTED AUSTRALIA-WIDE

Phil Rothfield

The NRL will never completely outlaw swearing in rugby league.

It is the most brutal of all sports in which aggression is as important as skill.

In the heat of the moment there will always be some blow-ups and choice language amongst the participants.

However the crackdown on swearing at match officials in the Cronulla junior league is a fantastic move.

Kids need to be taught from a young age that this behaviour is totally unacceptable.

That if you want to play rugby league you must respect referees and touch judges.

Incidents in the NRL this year have been disappointing.

No-one has a bigger fan club than Broncos superstar Reece Walsh, who was recently banned for three weeks for using foul language, that cannot be repeated in a family newspaper, to a referee.

Action from the junior rugby league game in Sydney.

The mistake the referee made that day was in his failure to send him off.

Youngsters want to copy everything Walsh does on a football field.

His speed, step, swerve, try celebrations and the lot.

This is why the Cronulla crackdown should become a mandatory ruling across the game.

In every state, every town, and every game — you swear towards a ref — you’re off.

Being taught from a young age is the way to go.

Junior referee numbers have been on the decline for many years.

It’s from the abuse of sideline parents, coaches and players.

Any measures taken to stamp it out have to be applauded.

League bosses endorse massive shake up to junior rugby league

In massive changes to the game’s junior rugby league ranks,? the NRL and NSWRL have greenlighted a plan to ban tackling until midway through under 7s and abolish competitive games until the age of 13.

According to The Sydney Morning Herald, the NSWRL will announce the changes in the near future as the ruling bodies look to implement the new laws? across NSW and Queensland for the 2023 season.

The significant shift is aimed at increasing junior participation numbers and protecting children from external pressure.

The amendments were put forward and signed off last week as the game moves away from tackle rugby league until midway through the under 7s season.

Children who are not eligible to play in tackle competitions will play League Tag – a non-contact version of the game where participants grab tags attached with velcro to a player’s shorts which indicates they have been “tackled”.

“TackleReady is our program that teaches correct and safe tackle techniques, preparing participants for tackle versions of rugby league,” an NRL spokesperson said.

https://ourfootyteam.blob.core.windows.net/website/2022/10/20190525_151416.mp4

Junior rugby league will undergo massive changes.

“The program aims to provide participants with a systematic introduction to tackling and being tackled, leading to a greater level of enjoyment.

TackleReady is based on research, trials and feedback, the results of which found 85 per cent reported increased confidence and 86 per cent increased competence.

“It also provides entry-level club coaches with the necessary skills and gives parents peace of mind by highlighting the game’s commitment to offering a safe, inclusive environment.”

Along with eliminating contact at an earlier age,? competitive matches will also be phased out for children prior to their teenage years.

As it stands in NSW, teams from under 6-8s do not have competition standings and don’t compete for competition points.

League bosses want to emphasise having fun and ?reduce the pressure from parents on their children to win.

The age barrier will change next year when the NSWRL increases the competitive age from under 9s to under 10s.

(Photo : Steve Montgomery)

Under a four year plan? introduced by the NRL and NSWRL, there will be an increase in the non-competitive age from nine to 13 by 2026.

In 2023 competitive rugby league competitions will begin at under 10s, and then rise to under 11s in 2024, under 12s in 2025 and under 13s in 2026.

“In NSW we have taken a staged approach to phasing in the changes across our state which ultimately aims to further increase the enjoyment for all participants,

Especially children in the early stages of their rugby league experience,” NSWRL Community Rugby League manager Peter Clarke said.

“We’ve already witnessed great results from the ‘Rugby League Ready’ program last season and the initiatives in 2023 will assist children with their confidence and add to their enjoyment.”

What a year 2021 has been.

Whilst the season has come to an early end, there are still many highlights to celebrate.

CRRL has reached an all-time high in participation numbers, up 10% on 2019 figures.

There are currently 5,798 players across all our competitions, with junior participation making up approx. 78% of this number, along with 22% of senior players.

Female participation has also continued to grow in our league tag and tackle competitions in all ages, representing 20% of all participation.

CLICK HERE to see our new participation infographic

On an average weekend roughly 157 games are played between 350 teams. CRRL thank all 1501 registered volunteers who volunteer their time to help and support our teams and clubs in ensuring our players can participate in rugby league each week.

Thank you to the parents and support personnel who also help facilitate our game days at our 35 home ground venues each weekend – people facilitating the canteens, gate keepers, ground manager roles, clock timing and score board duties, team managers, leaguesafers, team mascots and everyone in between.

CRRL reaches all time high in participation numbers

The number of fully accredited coaches, sports trainers and referees has grown since 2019. There are now 835 coaches, 101 referees, and 312 sports trainers within CRRL.

It is important to note that our games are unable to commence without an accredited coach, referee and sports trainer all present on the sideline.

This is what makes our sport significantly advanced and ensures safe practices for participants to enjoy and play our contact sport.

All accreditations are updated regularly to ensure our accredited personnel are up to date on all aspects specific to rugby league.

The CRRL’s ability to embrace cultural diversity is also highlighted in the Infographic, with an increase of Indigenous participants representing about ten percent of our total participation numbers, along with 459 multicultural participants in total.

The introduction of the new inclusion programs of Wheelchair Rugby League and the Score Raiders has contributed to roughly 60 people who identify as having a disability playing in other variations of our game.

In conjunction with the Disability Trust, this season saw the Score Raiders play in our CRRL U14s junior competition, as well as battle it out against the Score Dragons in Wollongong.

2022 will also mark the second year of our Canberra based Wheelchair Rugby League competition – wheelchair rugby league is for all players to participate and join a team, whether players are regular wheelchair users or not.

Our in-school participation number also risen to reaching over 10,000 students over both primary and secondary schools in the Canberra regions.

Schools can participate in the following programs: Canberra Raiders Community Blitz, Sports Schools programs, League Stars, Holiday Clinics, Tackle Safe, and INSPIRE workshops.

An additional 3,000 students have the opportunity to participate in one of our school competitions such as, the Legends Shield, Sullivan Shield, Alan Tongue Cup 9’s, etc.

Each weekend our games are played across our Canberra region, from Harden, Boorowa, Cootamundra, Goulburn, Crookwell, Queanbeyan, Bungendore, Cooma and of course all throughout north and south Canberra.

Whilst the season has unfortunately ended abruptly, we want to thank everyone involved in making it happen and for supporting Season 2021.
